Kabalikat sa Pabahay Award 2003. We in the government housing sector have always maintianed that building homes for the filipino are securing land tenure for the masses is no easy task. It requires the combined energies and resources of goverment, the private sector and civil society for access to appropriate technology, capital, project development, community organization, and end-user and developmental financing guaranties.

The process may have been difficult and challenging, yet today the housing sector counts among its accomplishments the creation of jobs and provision of access to services otherwise lacking in the absence of planned community development and planning. With housing we have made impact in the economy of our people.

The Kabalikat sa Pabahay Award 2003 — is our way of recognizing our efforts and iniatiatives of all partners in housing. It is our way of thanking and assuring them that we will continue to fulfill the Filipino dream of owning a home.

As we have all witnessed, there is no discounting the value of working together towards a common objective.
